Treasury designates Autistici Inventati, Palestine Action and Masar Badil under the counterterrorism order E.O. 13224

What happened

Autistici Inventati is described by Treasury as an Italy-based far-left organization providing a range of technological tools and services to violent left-wing extremist groups, including website hosting on foreign servers, encrypted email accounts, and chat and video conferencing. Autistici Inventati and Palestine Action are each designated pursuant to Executive Order 13224 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods and services to or in support of, an act of terrorism. Masar Badil is designated on a different basis: for being owned, controlled or directed by, or having acted or purported to act for or on behalf of, the Samidoun Palestinian Prisoner Solidarity Network. Two Masar Badil leaders, Rawa Alsagheer and Zaid Abdulnasser, are designated as leaders or officials of that group. Treasury frames the action as part of a US government-wide effort and as building on the State Department's November 13, 2025 action targeting so-called antifascist groups. All property and interests in property of the designated persons in the United States or in the possession or control of US persons are blocked and must be reported to OFAC. The release also states, citing OFAC's FAQ 1190, that the United States does not sanction persons for engaging in political speech or other constitutionally protected activities.

Why it matters

The consequence that reaches inside the United States is not the blocking of foreign property but the prohibition that follows a designation: OFAC's regulations generally prohibit all transactions by US persons, or within the United States, involving the property of a blocked person, and OFAC may impose civil penalties for violations on a strict liability basis. Applying that to a hosting and encrypted-communications provider extends the reach from an organization to the infrastructure other organizations use, which is a different kind of target, and Treasury's own framing places the action in a sequence that began with the November 2025 move against so-called antifascist groups rather than presenting it as a discrete foreign-sanctions action.
