The Pentagon splits the Iran war's casualty count in two
The Pentagon updates its casualty database to add a category labelled “Overseas Operations” for personnel killed and wounded starting 7 July, separating them from Operation Epic Fury, the military's official name for the Iran conflict.
What happened
The update added more than 140 wounded service members to the Defense Casualty Analysis System. The administration is seeking to classify the renewed military campaign as separate from Operation Epic Fury. The change is tied to the War Powers Act of 1973, which requires the president to end military operations within 60 days unless Congress authorizes an extension; the administration argues that the April ceasefire paused the clock on 1 May, and the separate count from 7 July follows that interpretation. Analysts and officials have questioned whether casualties from the renewed fighting should be counted separately, a move the Guardian reports would be unprecedented.
Why it matters
A statutory clock that runs against the executive is restarted by relabelling the operation, and the official record is amended to match the label. On that reading the 60-day authorization requirement is satisfied by definition rather than by a vote in Congress.
