Landry suspends Louisiana's congressional primaries mid-election
Louisiana Governor Jeff Landry signed an executive order suspending the state's U.S. House primary elections, after absentee ballots had already been mailed and roughly 42,000 voters had cast ballots.
What happened
The order suspended Louisiana's closed party primary elections only for U.S. House offices, and the governor's own announcement gives the reason: it was issued “in response to the recent decision by the United States Supreme Court in Louisiana v. Callais” the previous day, which struck down the state's congressional map. It followed the Secretary of State's certification that an electoral emergency existed under R.S. 18:401.1. Absentee ballots for the May 16 primary had been mailed on April 1, a month earlier, and the June 27 second primary was suspended with it.
Why it matters
An election already underway was stopped by executive order, after votes had been cast. Whatever the legal justification, the mechanism is an executive setting aside a scheduled election in progress.
