Rubio announces visa restrictions targeting ‘Far-Left Terrorist and other aligned groups’

Secretary of State Marco Rubio announced a visa restriction policy directing the denial of visas to members of what the Department calls Far-Left Terrorist and other aligned groups who have engaged in any of five listed categories of conduct, among them having participated in economic sabotage.

What happened

In a July 16, 2026 press statement, the State Department announced the policy in support of National Security Presidential Memorandum-7, naming five categories of conduct that, together with membership in such a group, make a foreign national a target of the policy — among them having participated in economic sabotage. The Department said the restrictions are taken pursuant to Section 212(a)(3)(C) of the Immigration and Nationality Act. Rubio announced the policy at a July 16 gathering of foreign diplomats, where he said far-left terrorism had been overlooked after the September 11, 2001 attacks. As of the August 8, 2026 report, the State Department had not announced any visa denials under the policy and had not elaborated on how it decides whether a foreign national is a member of a far-left or aligned group.

Why it matters

Membership in a category the Department has not defined is a necessary element of every one of the five grounds, and the Department has not said how it decides who falls inside it. This record treats that as a mechanism question rather than a forecast: what the policy reaches depends on a definition that is the Department's alone to set, and none has been published.
