An executive order reinstates a court-blocked policy mid-case

Trump issues an executive order cutting the childhood immunization schedule from 18 vaccinations to 11, reinstating the HHS overhaul a federal court had blocked while the case is still pending.

What happened

The order also proposes splitting the combined measles, mumps and rubella vaccine into three separate shots. In January, HHS Secretary Robert F. Kennedy Jr. cut the immunization schedule by eliminating vaccines for six of the 17 covered diseases, and a federal court blocked the change; the order reinstates that overhaul with the case unresolved.

Why it matters

An executive order that reinstates a policy a court has blocked, while the case is pending, makes the schedule a test of whether a ruling binds the executive between filing and final judgment — the mechanism this indicator tracks, whatever the policy's subject.
